Interesting tactic. Having the government start off small giving them the mindset that they already have some money sunk it and they do not want to waste that money.

This is using a well known fallacy in cognitive Science that if someone has already spent money on something they are more willing to spend more on it to make it better even though they werent planning on it in the beginning.
